This work is the product of the establishment of ADER's NGO Information Office in Pondicherry in the aftermath of the December 26th, 2004 Indian Ocean Tsunami. The endeavour was encouraged by the Fondation de France which sought to support a local information platform for French NGOs conducting relief, rehabilitation and reconstruction projects in Tamil Nadu and Pondicherry.

Having witnessed much of the local response to the Tsunami disaster, ADER has become more keenly aware of the primary importance of local organisations and resources in designing effective emergency relief and reconstruction programmes. One of the great privileges of establishing the Information Office has been the opportunity to meet so many individuals and organisations dedicated to the rehabilitation and development of their communities.

The idea for this publication arose while the majority of the post-Tsunami rehabilitation projects in Tamil Nadu and Pondicherry are coming to an end. With local and International NGOs focussing their attention and resources elsewhere, contacts with a significant number of very competent and effective local resources risk being lost.

Indeed, only two years after the largest relief and rehabilitation effort in India's history, newly-arrived donors, NGOs, and researchers are encountering difficulties in identifying and contacting the very same experts, resource persons, local organisations and consultants that were so essential to the successful implementation of post-tsunami rehabilitation and development projects.

This publication can only provide a modest contribution to the necessary organisation and coordination of local civil society organisations and resources. It is our hope, nevertheless, that it will facilitate contacts between international NGOs and the many local organisations and resources with whom we have been in contact since early 2005.


ABOUT ADER

ADER (Association for Regional Economic Development) is a non-profit making association founded in 1994. The Association's objective is to fight against poverty and to support the social and economic development of developing countries. Through its activities, the Association attempts to promote long term development.

ADER operates to help marginalized communities and needy populations, particularly in the following areas :

  • Improvement of housing conditions, notably through access to land ownership, the building of houses and the improvement of living conditions (water supply, power installations by solar energy supply etc.)

  • Setting up suitable credit plans aimed at promoting long term economic development initiatives and at improving people's living conditions.

  • Practical reorganisation of local life, that enables the population to organise itself, to have a voice, and to achieve the objectives defined within the projects.

  • Education and training, aimed at offering the local population an opportunity to acquire a sense of responsibility as well as professional skills.


  • The Association is a member of the following NGO networks :
  • Coordination Sud, CRID (Research and Information Centre for Development.) - Collectif Dalit (The Dalit group) - network of international aid organisations, among which France Libertés, Frères des Hommes, CCFD, Amnesty International.

  • Forum of European NGOs for Mali (FONGEM). This forum is a bridge between the NGOs and the Delegation of the European Commission in Mali.
